Man who sold drugs for sex gets 26 years behind bars

A 61-year-old Grafton man who sold drugs to girls in exchange for sex was sentenced to 26 years in prison last week in Ozaukee County Circuit Court.

Jimmie A. Oliver, who pleaded no contest in August to felony counts of second-degree sexual assault with the use of force, maintaining a drug trafficking place, sexual exploitation of a child and child enticement, was also sentenced by Judge Steve Cain to 17 years of extended supervision following his incarceration.

Charges of second-degree recklessly endangering safety, possession with intent to deliver marijuana and cocaine, contributing to the delinquency of a child and public fornication were dismissed but read into the record, which means Cain could consider them when sentencing Oliver.

Cain sentenced Oliver to an additional five years in prison and five years of extended supervision for child enticement, but  ordered that he serve that time concurrently, or at the same time, as the other sentences.

Ozaukee County District Attorney Adam Gerol, who noted in August that six other cases involving Oliver were reported to his office but not charged, recommended that Oliver be sentenced to a total 41 years in prison and 27 years of extended supervision.

Oliver was arrested after a 17-year-old girl reported to police on July 18, 2022, that Oliver had sexually assaulted her the day before at his apartment on Ninth Avenue in Grafton, according to a criminal complaint.

The girl said she met Oliver, who had worked at fast food restaurants in Grafton, through a friend and had been buying drugs from him since she was 16. She estimated she purchased drugs from him 40 times.

She said that while Oliver would accept money for drugs, he preferred payment in the form of sexual acts, which the girl said she did a couple of times because she knew Oliver had a gun, the complaint states.

The day after the July 17 assault, the girl went back to Oliver’s apartment to get evidence to take to police and was able to take two photos of him. Those photos show a man sitting naked on a couch, according to the complaint.

The girl said Oliver sold powdered and crack cocaine, marijuana and Percocet to young girls in exchange for sex, and if they refused, he got angry and hurt them, the complaint states.

Authorities searched Oliver’s apartment and in a nylon lunch box in his bedroom they found marijuana, a scale, cash and other suspected drugs.

In a pouch also found in his bedroom was a handgun and extra magazines of ammunition, powdered and crack cocaine and additional money.

Oliver was arrested, and two days later another 17-year-old girl told police that he “did stuff” to her too. She said she was coming forward because she knew the girl who previously told police Oliver had assaulted her and didn’t want her to stand alone with her allegations.

The girl said she was introduced to Oliver through a friend who had worked with him at a Grafton fast food restaurant and that for six months beginning in June 2021 she bought drugs from Oliver but never met him.

That changed in December 2021 when the girl went to Oliver’s apartment for the first time and met him and his roommate, 61-year-old Christopher S. Tice.

She said Tice, who rented the apartment, paid Oliver or credited the rent he owed to watch the girl perform sex acts on Oliver in exchange for drugs.

The girl said she and a friend went to the apartment on Jan. 18, 2022, to buy drugs but she didn’t have enough money to purchase $50 worth of cocaine. Oliver said she could pay for the drugs by performing a sex act on him. The girl said she didn’t want to but did it anyway because she wanted the cocaine, the complaint states.

The girl, who said she wouldn’t perform sex acts unless she was high, told officers Oliver would give her a little cocaine but no more until she performed the sex acts.

She said she performed oral sex on Oliver eight to 10 times in May 2022, the complaint states.

On Jan. 18, 2022, the girl said, Tice bought her $70 worth of cocaine and marijuana in exchange for allowing him to lick her armpits. She said Tice would occasionally do drugs with her.

The girl showed authorities a photo she took on Jan. 18 of Oliver sitting naked on a couch in his apartment.

After he was arrested, Tice, who days earlier had denied  knowing that Oliver was dealing drugs, told authorities that Oliver sold drugs from the apartment. Tice said he bought $40 to $100 worth of crack cocaine a week from Oliver, who paid $250 a month in rent to Tice, the complaint states.

Tice also said Oliver had females come to the apartment two to three nights a week.

Tice, who pleaded guilty in August to being party to the sexual exploitation of a child, was sentenced by Cain to 15 years in  prison and 10 years of extended supervision on Oct. 18.

Tice also pleaded guilty to being party to maintaining a drug trafficking place. Cain withheld a prison sentence on that charge.
