Village officials consider proposal for development at corner of Hwy. 60, Keup Rd.

    A proposed subdivision could add 141 households to the Village of Grafton.
    The Plan Commission on Oct. 24 reviewed a concept plan that calls for transforming an 80-acre farm into a residential development with 91 single-family lots and 25 duplexes. The land, which is on the northeast corner of Keup Road and Highway 60, would be developed by Towne Realty Inc.
    The proposed site is currently in the Town of Cedarburg, but Towne Realty intends to have the 80 acres annexed into the village.
    Village Director of Planning and Development Jessica Wolff said village laws would allow for a subdivision of this size.
    During the Oct. 24 meeting, residents of Cedarton Estates, a Town of Cedarburg subdivision west of the proposed subdivision, voiced concerns about the plan. They noted that the main entry to the subdivision’s entry would be Keup Road, which is the access point for Cedarton.
    “We don’t understand why there isn’t an actual road being proposed,” said Jim Gibson, a member of the Cedarton Estates architecture committee.
    Wolff said the Department of Transportation controls new intersections and access points from Highway 60. She also said access from Keup Road was for safety and regulation.
    “The DOT, of course, wants to limit access points off of Highway 60,” Plan Commission member Mark Paschke said.
    Other Cedarton residents said they were concerned the additional vehicles on Highway 60 would increase traffic density to an already busy intersection.
    “There’s another way to exit this monstrosity of a development I’m seeing here, and that would be out to First Avenue,” Cedarton resident Don Westby said.
    Wolff said the intersection of Highway 60 and Keup Road is controlled by a traffic light, and its timing could be lengthened for the additional vehicles using the road. She also said she was hesitant to consider adding another intersection on Highway 60.
    “Staff feels that introducing a new intersection, that close together, on that curve, would not be safe,” Wolff said, noting the DOT tends to oppose those types of intersections.  
    The concept plan is the initial phase for the proposed subdivision. Towne Realty will alter its designs for the development with the feedback it received from the Plan Commission.
    The developers will also meet with the Parks and Recreation Board, Plan Commission and Village Board for approvals.
    According to Wolff, Towne Realty is aiming for a December Plan Commission meeting for a public hearing.
    In a staff report, Wolff said the subdivision would be the first to use the village’s fine-grained planned neighborhood zoning, which was added to the village’s future use map last year. Instead of specifying the type of building that can be constructed on particular properties, planned neighborhood zoning has a percentage standard for what amount of area must be developed for single-family and multi-family residences.  
    The documents also show that there would be five retention ponds for stormwater management and 4.3 acres of park space, which contains one of the retention ponds.
    Wolff said she and the director of parks and recreation will review the concept plan  closely to see that the park space and retention ponds meet the needs of the village.
