Lateral work means 13 property assessments

The Fredonia Village Board last week agreed to approve assessing 13 properties, mostly on Edmaro Street, for the cost of lining their sewer laterals.

Earlier this month, the board opted to delay a vote on assessing the properties after several homeowners complained at a public hearing that their laterals didn’t need upgrading and questioned why their homes were being singled out.

Plans call for lining the private laterals throughout the village with plastic pipes to prevent groundwater from infiltrating the sanitary sewer system through leaky clay and cast iron pipes.

Laterals would be upgraded as each street is replaced, which would help reduce costs, officials said. The entire process will take decades to complete.

Residents said one house not being assessed was older than theirs and questioned why its lateral didn’t need to be improved.

Village Public Works Director Roger Strohm said he thought that house’s lateral was plastic but would double check. Last week, he told the board that he inspected its lateral and found it was plastic.

After hearing Strohm’s report, trustees voted unanimously to impose the assessments.

Each property will be assessed $3,500, which can be paid in one lump sum or over five years, at a 2% annual interest rate.

Laterals from the house to the street are owned by and the responsibility of property owners. Main sewer lines are owned by the village.

The village recently awarded a contract for the work to Mueller Excavating, which submitted the low bid of $355,673.

The project will include replacing water mains, sanitary laterals and paving and is expected to be finished by fall.
