The Fredonia Village Board has awarded a contract for reconstructing Edmaro Street and voted to start the process to assess homeowners there for the cost of lining their sewer laterals.

The board last week followed the Public Works Committee’s recommendation to award the contract to Mueller Excavating, which submitted the low bid of $355,673. The project will include replacing water mains, sanitary laterals and paving.

The work is to be completed within 60 days from when it starts and is expected to be finished by fall.

The contract also includes a potential rebate of $21 per cubic yard, up to $14,700 if the soils are suitable for backfilling.

Mueller’s bid is about 10.6% below what the village estimated

Trustees also voted to declare its intent to assess 13 property owners $3,500 to line the laterals that connect their homes to the main sewer line.

Lining the laterals is necessary, officials say, to reduce the amount of “clear water” seeping into the village storm sewer system through cracks and joints in sewer lines around the village.

A public hearing will be held on the assessment.

The 13 homes — 12 on Edmaro Street and one on Summit Drive — are the first in what officials see as a plan to line laterals around the village whenever streets are replaced.

Laterals from the house to the street, where it joins with the main sewer line, are owned by and the responsibility of property owners. Main sewer lines are owned by the village.

Property owners would be able to pay the $3,500 in one lump sum within 60 days after the work is completed, or make five annual payments, plus a 2% interest charge.
